<p>THE RIOT IN TEXAS.</p>
<p><strong>Armed Opposition by Negroes to the Military Authorities in Millican-- Many Negroes Killed-- Particulars of the Affair.</strong></p>
<p>A special dispatch from Houston, 18th inst., to the New Orleans <em>Times</em>, gives the following account of the ruit at Millican, Texas, which commenced on the evening of the 15th, and of which some account was given by telegraph:</p>
<p>"From passengers on the train news is recieved of a riot of serious dimensions, having its origin in a charge made against a white man named Holliday, of assisting to hang a negro. Holliday denied the charge, and instead that the negro was a[]ive [sic] in an adjacent county, and offered to produce him, but the negroes refused to accept his denial or wait for the proof. They immediately armed themselves and marched out to kill Holliday. The Sheriff at once called out a posse, and a conflict ensued. Five negroes were killed, and the Sheriff called for help, as the negroes were assembling in force. The agent of the Freedmen's Bureau at Bryan came down on the train to Millican the same night, with a posse to inquire into the disturbance. He found 300 armed negroes in position, and went to them under a white flag and demanded their surrender to the civil authorities, but was driven off. He then put himself at the head of the whites, declaring he would arrest them by force. An attack was made and 15 negroes killed, but not a single white man. The negroes were in superior force and refused to disperse. United States troops from Brenham were ordered to disperse them on July 18. Late yesterday evening a squad of United States troops, 20 strong, arrived at Millican, and a scouting party was sent out and three hostile negroes were killed. The negroes are fortifying, and the excitement ran high up to 4 o'clock P.M. Yesterday Capt. Randlett, Commissioner of the Freedmen's Bureau, went to the hostile camp and demanded that the negroes lay down their arms, but they persistently refused." </p>
<p>ANOTHER ACCOUNT.</p>
<p>We copy as follows from the Galveston <em>News</em> of the 17th inst.:</p>
<p>"By the afternoon train from Houston we have intelligence of a very serious riot at Millican, on Wednesday afternoon. A mob of negroes led by a negro preacher named Brooks, and a school teacher, a white man, attempted to hang Mr. William Holliday, who formerly kept a hotel at that place. The white people would not permit it to be done. The following statement of the express messenger on the Central Road will give the subsequent events. It was written yesterday:</p>
<p>'Great excitement at Millican. The negroes in mass demanded one Wm. Holliday to hang him. The white people turned out to protect him. A line of battle was formed and skirmishing for about an hour. Five of the negroes were killed. Number of wounded not known. The up train last night was pressed at Bryan to run down with reinforcements. About 200 volunteers went down from Bryan. One negro was killed last night. Dispatches sent everywhere for men. No express freight from Bryan today on account of the train being in charge of the volunteers. I apprehend much trouble. The negroes are led by one preacher Brooks and a white school teacher. The whites are ledby the Freedmen's Bureau Agent and the Sheriff.'</p>
<p>The Bureau agent has sent to Brenham for soldiers. The train from Brenham down yesterday was immediately sent back for troops. The express messenger reports that the freedmen in large number in camp at what is called 'Freedman's town,' in the environs of Millican, and the white men camped in the town proper at the depot. When he left there was no fighting going on. Both parties were sending couriers through the country. The negroes had been considerably reinforced. They refuse to disperse at the order of the agent of the Bureau and the Sheriff, and say, 'Come and take us if you want us?' The negroes threaten the women and children of Millican, and they have left the place."</p>

<p>The following dispatch was recieved a few moment since by W. R. Baker, President of the H. and T.C. Railroad:</p>
<p>Bryan, July 16--12 M.</p>
<p>W. R. Baker: Conductor Spencer sent back from Millican to the Station. His train seized by the Sheriff of the county, and ordered to report to this place for reinforcements. Report freedmen in large numbers three or four miles from Millican. Would itnot be well to order Grimes' train to relieve freight train, so that the latter might pass to Houston and not be interfered with?</p>

<p>As many wild rumors have gone out relative to the riot at this place, I deem it proper to drop you a line, and give you a plain statement of the facts.</p>
<p>Some months since Parson Brooks, colored, who is the Registrar of Brazos County, and a minster, conceived the idea of organizing the negroes into a military company , which he did, and was enable to commanded the attendance of from one to two hundred on each Saturday, who being armed were regularly drilled, a thing that was unpleasant; in the sight of the citizens. I called upon Capt Randlett, Agent of the Freedmen's Bureau, who condemned the organization as one not well calculated to produce amiable relations between the races, and issued an order that no further military demonstrations would be allowed. No regard was paid to the order, but absence of Capt. R from the place prevented his knowledge of the fact that his order was eschewed. Thus matters progressed until the 15th inst.</p>
<p>The negroes had a rumor that a freedman had been hanged in the Brazos bottom, and they had good reasons to know the guilty party, and that they intended to find the body, and hang the man who hung the negro, be he white or black; and on the morning of the 15th, Capt. Harvy was dispatched by Parson Brooks with an armed force that was regularly marched through the town, <em>a la militiare</em>, en route for the river bottom, in search of the body of their friend, and when they arrived at the suspected premises they numbered 73, all armed and mounted, They met with some white persons in the bottom, and they were quite insolent and imperative as to what they would do in the event they found the body.</p>
<p>About 3 P.M. news came to the town that negroes contemplated violence. Some of the white ladies and children deemed it prudent to come into the town for protection. The citizens to the number of about forty were soon armed, mounted and on the road to the bottom. Deputy Sheriff Patillo and myself thought it advisable that we should go with the citizens and use all the power vested in us by the law, as well as our personal influence with both parties, to prevent collision. We suggested to the white men that we should be allowed to hold a conference with the freedmen, and try to influence them to lay by thier arms and return to their homes, which propositino met with the approval of all. The Deputy Sheriff and myself were in front, passing through a thick wood, and a sudden turn in the road brought us to within thirty steps of the head of the column of the freedmen, Capt. Harvy in front. We asked him, "What does all this armed demonstration mean?" and before he reply a small negro, who was some sixty steps in the rear, at an angle on the left, in an open space in the road, discharged his gun; his horse immediately fled; the firing then commenced in our rear. The Sheriff and myself ordered both parties to desist, but the freedmen fled in such hot haste that the thing was over, and all were out of sight in less than two minutes. The Captain was killed by my side. I only saw his body, but learn that two others were left dead, and some three or four wounded.</p>
<p>The citizens returned to town, and learning that many of the freedmen who were in the fight were then in Freedmantown, and that others were congregating, and thinking that there might be further trouble, requested me to take one citizen and hold a conference with Parson Brooks, and learn his intentions, and if possible come to some understanding by which the thing should be settled. I did so; the Parson was surrounded by a rabble, who were clamorous for war; one man drew his Enfield on me. [sic] and would have shot, if not prevented. I refused to confer with such an element, and used all endeavors to induce the parson to meet a delegation of white men and come to an understanding, which he refused. I then returned to the citizens and told them "that fight it was!" It was now about 7 P.M. Pickets were placed out, and arrangements made to hold the matter in check until Sheriff Neill should arrive from Bryan, a dispatch having been sent him to come down and arrest the parties. About 8 P.M. Parson Brooks reconsidered the matter, sent in a delegation, acceding to my proposals of a compromise, and some of the citizens met Brooks and agreed upon terms by which the freedmen, in arms--agreeing that in future freedmen should desist from the universal practice, in their daily walks, of wearing arms, and that there should be no further demonstrations on the part of the whites. Here matters stood until the train arrived from Bryan, having Sheriff Neill, with a posse of about 100 men, on board. They were met on the platform of the depot, and assured that all things were amicably arranged, and that their presence was not required, and urged to, and did, return that night. The Sheriff, however, deemed it advisable to remain that night to investigat the matter. He did so, and early the next morning dispatched his Deputy to see Parson Brooks, and learn of him about the matter. The Deputy found him at his headquarters, with an armed sentinel at the door, twenty or thrity men, and arms in abundance. The Parson then and there declined to comply with the terms agreed upon. Soon thereafter I sent a negro to ask him to see me at a place appointed, at 8 A.M. Capt. Randlett, Sheriff Neill and myself attended, but his reverence was not tehre; nor did he come; thus the terms of agreement were violated. News came in that the freedmen were collecting; a large number of horses and mules were stolen from the premises, and some negroes asserted that the blacks had sufficient force to, and would attack the town. The Sheriff sent the locomotive drawing the freight back to Bryan for volunteers, and about 150 came. The negroes saw the utter impractiability of success, and desisted. To-day many have retured[sic] to the farms, and say that from this time out they have not desire to do military duty. I cannot say what numbers has been killed in the skirmishing, but will learn in a few days.</p>

New Orleans, July 21st.- Later advices from Millican, Texas, confirm the reports of a serous disturbance. It is doubtful whether it is yet quieted. The telegraph is interrupted, and there are no advices later than the 18th. Colonel Gentry, of General Buchanan's staff, has been ordered to Millican to investigate the matter.

<p>The Millican Riot-- Lieutenant Green, United States Army, through whose efforts, says the Brenham Banner, "the incipient riot was quelled," informs that paper that the number killed, as near as he could learn, was seven blacks: no white man killed or wounded. The first reports of the killing were greatly exagerated.</p>
<p>The negroes collected were some 500 strong. The Banner reiterates, on the best testimony, that the negro whose supposed death the mob intended to avenge, is "now alive and well in Washington county", near where the riot was inaugurated. --[Galveston News.</p>

<p>The Millican Riot.--While the Millican riot was in progress, it was continually repeated and put as a strong point, that Capt. Randlett, the Bureau Agent, was a leader of the whites. Had this been true, (we had then no cause to deny it, though we doubted it,) it would have given the whites an order of legality that they would not otherwise possess. We now present Capt. Randlett's report, clear, logical and succinct. It is an excellent report, and certainly shows that the Captain has a very clear idea of his business. He did not lead the whites, but decidedly condemns their acts, and says there is no excuse for the riot. It was bad passion and bad whisky that did it. The only blunder that Capt. Randlett seems to have made was in permitting more men to be sent for against his judgment. There were some wrongs on the side of the blacks. They ought not to have been drilling as militia. This was wrong. It would have been wiser for them n[---] to have taken arms when they were to search for the supposed dead man. But surely we cannot blame them when every white man has a small ordnance department strapped around his waist. This riot teaches a valuable lesson. It shows what direct consequences may at any moment ensure in a state of society so excited as that in which we move. That the whites were in no danger is evidenced by the fact that none were hurt, though five blacks were killed. The killing of the first freedman for [--]tering the town was murder, as was also that of Parson Brooks. T[---] riot has done incalculable injury to our State. Immigrants and capitalists will turn from us while these things continue. If we desire prosperity, we must keep the peace. </p>

For the past three days, our city has been laboring under a great deal of excitement, consequent upon a difficulty which began on the 15th ult., between the whites and the blacks, at the town of Millican, Brazos County, on the Central Railroad, and which is not yet fully quieted. I learn from a perfectly reliable source that the difficulty had it's origins as follows: A negro man, whose name I have not been able to learn, went to the house of a young man named Holliday, a short distance from Millican, to settle some business matters. Finding Holliday absent, the negro demanded a settlement of his wife, who informed him that she knew nothing about the business, and consequently could not do anything in the matter. This seemed to enrage the negro and he began making threats and cursing Mrs. Holliday, which so alarmed her that she fled to a neighbor's and informed the members of the family of what had taken place, and requested some men to go to her house and make the negro leave. Two or three men immediately went over and arrested the negro and carried him into Washington County, but a short distance from there, and turned him over to the civil authorities. Somehow or other - perhaps under instructions from the Loyal League - a report was circulated among the negroes in the vicinity that Holliday and his friends had hung the negro, and in an incredibly short space of time they congregated a force of about sixty well armed negroes, and marched through Millican in the direction of Holliday's house, breathing threats of vengeance. ....

<p><strong>TEXAS- Serious Riot at Millican- Negroes Attempt to Hang a White Man- Fifteen Negroes Killed- Dispersion of the Mod by United States Troops. </strong></p>
<p>Galveston, July 17. - On the evening of the 15th, a riot commenced, at Millican, a station on the Central Railroad. A mob of about 25 negroes, led by a white school teacher and a negro teacher named Brooks, attempted to hang a man named William Haleday. The white citizens prevented the execution and headed by the Sheriff and an Agent of the Freedmens Bureau, attempted to suppress the mob. The attempt resulted in the death of ten or twelve negroes.</p>
<p>On the 16th the numbers increased on both sides, and skirmishing occurred during the day. A small body of Federal troops arrived there late last evening, and killed three of the negroes and dispersed the mob who to the number of three to five hundred had entrenched themselves about three miles from Millican and refused to lay down their arms.</p>
<p>The rioters have dispersed and gone home, after losing fifty to sixty of their number.</p>
<p>It is now ascertained that the difficulty arose from the supposition that that a negro member of the Loyal League had been hung, but has since been found.</p>

<p>Riot at Millican</p>
<p>Last week a very serious disturbance occurred at Millican, on the central railroad, in which the lives of from fifteen to twenty negroes were sacrificed. To gain full and correct information in regard to the matter, we went up there to investigate, and ascertain whether there was any truth in the numerous and wildly exaggerated reports constantly being brought in, and the following is what we learned. It can be depended upon as correct.</p>
<p>On Wednesday of last week a negro was reported killed in the Brazos bottom by a man named Holliday, and Parson Brooks, a negro demagogue and leader in the Loyal League, organized a party of about 75 negroes, armed and mounted them, and rode through Millican with the expressed intention of hanging Holliday. The latter, hearing of this demonstration, hastened to Millican to inform the sheriff, who summoned a posse of twenty men and started in pursuit, and overtook and halted the party a short distance from Millican. A parley then took place, and while the leaders were trying to arrange matters a negro foolishly discharged his gun, thus precipitating a fight, as the whites, thinking an attack was about to be made fired a volley into their ranks, killing five. The negroes then scattered, and for the next two days fighting was going on, with a result of between fifteen and twenty negroes killed. After the first outbreak a courier was sent to Bryan for help, and 100 men came down, under the command of Capt. Randlett, of the Freedmen's Bureau, who commanded them throughout. It was reported to us bu the orderly sergeant of the squad of troops sent to help the whites, that they had killed three negroes, but the Lieutenant in command says it was not so. Which to believe we know not, as there is a misstatement somewere. Next week we hope to furnish our readers with the full particulars of this bloody affair.</p>

<p>We are indebted to Mr. Tanney, mail agent, for the following particulars of a riot at Millican, in progress yesterday and the day previous:</p>
<p>It seems that some days since a negro was found hanging on the Brazos. Suspicion attahed, whether justly or unjustly we know not, to two brothers named Holliday, residing on the outskirts of Millican. On Wednesday morning the negroes, who occupy a part of that town known as "Freedman's Town," armed themselves and went out with the intention of arresting the brothers, who, however, made their escape before the force reached their home. On the way to Holliday's they were met by Deputy Sheriff Bartilli, who expostulated with them on their design. They persisted, and he returned to town, where he armed twenty-five men and started back. In the road they met the negroes on their unsuccessful hunt after the Hollidays. There upon firing began. The whites say that the negroes formed in line of battle and fired first. No whites were hurt. Four freedmen were killed outright and several wounded, and the negroes driven to the woods. The whites then picketed the twon and sent for reinforcements. It is reported that negroes refusing to halt when challenged, were fired upon by the pickets and one or two killed. When the train reached Bryan it was seized by Sheriff Neil, of Brazos, who took it back with 125 armed citizens. The freight train which followed the mai[sic] train at one and a half hours distance, was also seized yesterday morning, we believe, at Bryan and sent back with armed citizens. We understand that conductor Spencer telegraphed yesterday from Bryan that fighting is still going on. The freedmen after being driven to the woods, rallied, returnedto their homes and armed themselves for retaliation. The riot appears to be the greatest we have had in Texas. There is no telegraph station at Millican, so that all our reports come through Bryan.</p>
